President Obama Signs Law Requiring DOJ to Investigate Lax State Child Abuse Laws and Lax Enforcement

President Obama signed into law last month a law the requires the Department of Justice to investigate state child abuse laws to make sure abusers are appropriately punished. North Carolina was among the states that had incredibly lenient child abuse laws and criminal penalties.     Unfortunately, in many states, such as Washington DC and its Child and Family Services Division, child abuse by parents gets overlooked as “custody disputes,” and the courts are lax at questioning that view because they tend to defer to the Washington DC Child and Family Services Division for its questionable “expertise.”

The law was called the Kilah Davenport Child Protection Act.  It was introduced by Republican Congressman Robert Pittenger in honor of  Kilah, young North Carolina girl, who was severely beaten by her stepfather in Union County North Carolina back in 2012.

Kilah Davenport died from those injuries earlier this year.   Her death was caused by complications from the May 2012 assault that fractured her skull and left her permanently brain-damaged, a family friend said.

Here is a summary of the bill that is now law:

Library of Congress Summary

The summary below was written by the Congressional Research Service, which is a nonpartisan division of the Library of Congress.

5/20/2014–Public Law.
Kilah Davenport Child Protection Act of 2013 – Directs the Attorney General to report every three years to the congressional judiciary committees on the penalties for violations of laws prohibiting child abuse in each of the 50 states, the District of Columbia, and each U.S. territory, including whether the laws of that jurisdiction provide for enhanced penalties when the victim has suffered serious bodily injury or permanent or protracted loss or impairment of any mental or emotional function.
Amends the federal criminal code to apply certain increased criminal penalties against any person who commits domestic assault and who has a final conviction on at least two separate prior occasions under state, federal, or tribal court proceedings (a habitual offender) for offenses that would be, if subject to federal jurisdiction, assault, sexual abuse, or a serious violent felony against a spouse or intimate partner (as under current law) or against a child of, or in the care of, the person committing the domestic assault.

Government Ignores Complaints Until It is Too Late — Speak Up to Be Heard

Federal safety regulators received more than 260 complaints over the last 11 years about General Motors vehicles that suddenly turned off while being driven, but they declined to investigate the problem, which G.M. now says is linked to 13 deaths and requires the recall of more than 1.6 million cars worldwide.

Thus, should it be any surprise that Ariana-Leilani continues to suffer despite complaints to Mayor Vince Gray’s administration?

Dr. Joy Silberg and Others Expose Corrupt Practices of the Family Courts in Abuse Cases

  • 75 percent of all contested custody cases involve abuse of children
  • Court’s fail to recognize the rights of children to live free of abuse
  • Epidemic across the United States
  • Visit http://www.courageouskids.net
  • It takes on average 5 years to turn around abuse cases

  • Turn about occurs most often when a new evaluation is done by a qualified evaluators
  • CPS findings were irrelevant to the outcome
  • The GALs almost exclusively signed with the abusive parent
  • CPS agencies teach their social workers to discount the evidence of abuse when there is a custody dispute
  • Its about the rights of the child, not about the rights of the parents.
  • Abuse is in the news every day; many criminal activities are carried out by children who were abused — we are all affected.

Child Abuse by Parents: Parent Celebrities Like Woody Allen Are Not Immune

In 1993, accusations that Woody Allen had abused his adoptive daughter, Dylan Farrow, filled the headlines.  Dylan Farrow now opens up with specifics about alleged abuse by her celebrity father, Woody Allen.

She writes: “when I was seven years old, Woody Allen took me by the hand and led me into a dim, closet-like attic on the second floor of our house. He told me to lay on my stomach and play with my brother’s electric train set. Then he sexually assaulted me. He talked to me while he did it, whispering that I was a good girl, that this was our secret, promising that we’d go to Paris and I’d be a star in his movies. I remember staring at that toy train, focusing on it as it traveled in its circle around the attic.”

Ariana-Leilani has told similar stories about her own father, including that he sleeps in her bed over her objections.   Unfortunately, her “symptoms” of abuse go beyond the psychological, but include having a potentially fatal condition to cover it up.

Please don’t let what happened to Dylan, happen to Ariana-Leilani.    Stop her suffering now by signing her petition to urge Washington DC Mayor Gray, President Obama and Chancellor Merkel to cooperate and remove her from danger now.

Leutrell Osborne, Sr. Former CIA Case Officer, Joins Fight to Save Ariana-Leilani

WASHINGTON DC, and GENEVA –8 January 2014 — Dr. Ariel King, President and Chair of the Ariana-Leilani Children’s Foundation International, an internationally recognized advocate for children’s human rights, announced today that Mr. Leutrell M. Osborne, Sr., agreed to serve as the Vice-Chair of the Foundation’s Board of Directors.  Mr. Osborne is an ideal choice because he brings a unique perspective of channeling his international intelligence experience into global peace and harmony.

With the Foundation’s mission dedicated to the advocacy, education, global adoption and adherence of children’s’ human rights, based on the United Nations Convention on the Rights of the Child (UNCRC), Dr King has been selecting a team of experts since 2009 to help facilitate the treatment of Ariana-Leilani, a 10 year old, who is being denied access to medication that would save her life.  Said Dr. King, “I knew Mr. Osborne was the right person for the Foundation after reading Mr. Osborne’s memoir:  Black Man in the CIA (2012).  The United States Central Intelligence Agency (CIA) hired Mr. Osborne for 27 years and he served as a Case Officer, Communications Security Officer and more importantly, he was a Counter Intelligence officer who has experience identifying, analyzing and neutralizing adversaries in over 30 countries on 4 continents.  With his retirement from federal service in 1994, Mr. Osborne opened his services to domestic and international clients, like our Foundation, and his combination of experiences would add valuable insight into how to address the human
rights of children, including Ariana-Leilani Margarita Alexandra King-Pfeiffer.”

Mr. Osborne’s skill set is exactly what is required for the delicate situation of Ariana-Leilani, a 10-year old dual German/American citizen with a rare disorder, who is being denied access to life-saving medical treatments.  The Foundation’s attorney, Mr. Roy Morris, added, “Mr. Osborne brings a fresh perspective into this fight for children’s human rights, including those of Ariana-Leilani’s.  His experience and understanding of the inner workings of the intelligence community and the “dirty tricks” that some of its members sometimes undertake will be essential for our success.”

Mr. Osborne’s company, The Osborne Group International, improves company cultures and efficiencies for its clients by utilizing teams of skilled risk managers who perform organizational transformations to mitigate difficult business challenges that can arise either from the normal flow of business or from unanticipated contingencies.  Stated Mr. Osborne, “We’ve experienced a lot of challenging situations, similar to Ariana-Leilani’s, where everyone knows what they should do, but maneuvering within the system requires a lot of intelligence. That’s why I’m looking forward to working with Dr. King and the Foundation.  I can bring my expertise, experience, and network of relationships to provide an even higher standard of business, analysis, risk assessment and due diligence support.

Porn Probe: 341-people Arrested by Police (Day 14 of 19 Days of Activism Against Child Abuse)

Child Pornography

Child Pornography (Photo credit: Wikipedia)

341 people, including 108 Canadians and 76 Americans, have been arrested in an international child pornography ring that was largely centred around a Toronto-based film company that distributed images and videos across the globe.  The three-year investigation included Canadian and international law enforcement agencies and rescued. Dubbed Project Spade, police said the effort resulted in 386 children being saved from exploitation.

Police first became aware in 2010 that Toronto-based Azov Films was distributing pornographic images and videos of children as well as streaming them on its website.   In 2011, police carried out a search warrant in Toronto’s west end. Azov was shut down and its owner, 42-year-old Brian Way was arrested. More than 45 terabytes of data were seized.

Way was charged with multiple counts related to child pornography, including selling and distributing child pornography and instructing commission of offence for criminal organization.

The company had been operating since 2005 and had revenues in excess of $4-million.   For approximately $40 customers could buy about an hour of video, and receive photos at a discount, delivered online or by mail, police say.

Some of the children exploited in the films were as young as five.  Azov commissioned videographers around the world to take pictures and images that the company would subsequently distribute through the mail and online. Many of the victims were from Ukraine and Romania.  Many of the pictures and videos were shot in people’s apartments, back yards and “dingy saunas.”

24 Canadian children were rescued as a result of Project Spade.  The children were not necessarily involved in the production of Azov material, and their exploitation was discovered when police were investigating people who bought material from the company.

At the home of a retired teacher, they found 350,000 pictures and more than 9,000 video showing child sexual abuse. They say some of the children were known to the man, who is also accused of abusing a child in his family.  Spinoff investigations led to caches of images and hundreds of children from around the world.  At least two teachers and nine medical professionals were among the Canadians arrested.

Beaven-Desjardins said Toronto police subsequently shared the company’s customer databases with other Canadian as well as international law enforcement agencies.

Information on Azov led to more than 150 law enforcement actions against Americans who were purchasing material from the company, including persons in the District of Columbia.

Project Spade arrests by the numbers

  • Ontario: 50
  • Rest of Canada: 58
  • United States: 76
  • International: 164

In Canada:

  •  40 teachers
  •  9 doctors and nurses
  •  32 volunteers
  •  6 law enforcement personnel
  •  9 faith leaders
  •  3 foster parents

‘Cover-up’ over VIPs who abuse children in care POLICE chiefs are turning a blind eye to members of the Establishment abusing children in care (Day 9 of 19 Days of Activism)

Dome, United States Capitol, Washington D. C.

From London to Washington DC, Child Protective Services agencies have unofficial policies to cover up child abuse by VIPs.   In London, a whistleblower said he was warned by his superiors not to investigate suspected paedophiles, including a senior politician and a judge.  He said the justice system was “corrupt” and “rotten to the core” and told how vulnerable boys and girls as young as nine were plied with heroin and raped by rich and powerful men.  “There is a massive cover-up going on and those who are abusing children are being protected by the powers that be.

He said that “When I was investigating abuse at low levels, street prostitution, everything was fine but as soon as the evidence started taking me to a higher level, I was told to wind my neck in and not go any further.  Among the names given to me by abuse victims were a former Cabinet minister and a judge who had been handing paedophiles soft sentences. I was warned by a senior officer to back off and it has to be because the clients of these children were very well-connected people.”

“Trying to secure a charge of procuring a child for prostitution is no good because you are asking the child to give evidence against their boyfriend, dealer, employer and they are not going to do it.

Ariana-Leilani is a victim a similar coverup by Washington DC Child and Family Services, the DC Public School System and Medstar Health’s Georgetown University Hospital.   It is unfortunate that children of the District of Columbia must suffer to accommodate the sick perversions of those in power in the US Nation’s capital — and the officials in charge cover it up.  No doubt, to protect its politicians who abuse children is a major reason the United States is the only developed country that has failed to ratify the UN Convention on the Rights of the Child.

Help fight this coverup in the United States, sign the petition to save 10 year old Ariana-Leilani.

Uncovering That USA Leads World In Child Sexual Predators (Day 5 of 19 Days of Activism)

Terre des Hommes, a Dutch charity that aims to expose and end “webcam child sex tourism,” lured tens of thousands of men from around the world to a website where they asked a lifelike, computer-generated 10-year-old Filipino girl named Sweetie to perform sex acts for money.

The charity, Terre des Hommes, said about 20,000 people — most of them men — “made approaches to the virtual girl” over a 10-week period from April to June. Terre des Hommes says it was able to identify 999 men and 1 woman from among those who came to its sting site and has given Interpol its information about those people. The 1,000 come from 71 different nations, the organization says. Of the 1000 identified,  “254 were from the U.S., followed by 110 from the U.K. and 103 from India.”

No doubt many are from the Washington DC area of the USA.   Washington DC is a hornets nest of child sexual predators in part because of the concentration of social misfits who are drawn to the power and intelligence communities, and the inept Child and Family Services of the DC Government, and the “look the other way” attitude of the DC Public School System towards intrafamily child abuse.   Ariana-Leilani is a victim of such predation.   Washington DC is the home of the Franklin Scandal.

Injustice in DC Must Be Eliminated

Injustice in DC Must Be Eliminated

Fifty years ago today, the civil rights movement convened hundreds of thousands on the mall in front of the Lincoln Memorial to raise awareness and push for equal rights for all Americans.  Fifty years later, we stand today with laws that ban discrimination on the basis of the color of a person’s skin.  However, that is not enough.

The United States still has not adopted any federal laws guaranteeing children their rights.  The USA has still been the only holdout in ratifying the UN Convention on the Rights of the Child.

10 Year old African-American Ariana-Leilani is still being treated as property, right in the shadows of the Lincoln Memorial.   Treated as subhuman, she is still being denied her right to life saving medicine and medical care.

Ariana-Leilani

The District of Columbia government stands idly by and does nothing to help her.   It is ironic that the very persons speaking at today’s event, including Mayor Gray and President Obama, hold the keys to her proper treatment.   They will speak of the fight that we must continue for civil rights.   But, their actions speak louder than their words.   Send them a message, to walk the walk, and don’t just talk the talk.

For me, the speech is specifically about the recognition that all of us are human beings, that we all have human rights and all of our human rights are equal. It doesn’t matter where you live, how you live, who you love, who your family is, how much money you have, we all start out being human beings. And to me, Martin Luther King was quite poignant in the fact that he was able to give that speech and allow people to see what he was talking about, that he was actually referring to our future in seeing children walking hand in hand.

Obama Speaks Out On Human Rights: It is Time to Defend Ariana-Leilani’s Rights, too.

English: President Barack Obama shares a momen...

In an interview on the Jay Leno show, President Obama stated:

Well, I’ve been very clear that when it comes to universal rights, when it comes to people’s basic freedoms, that whether you are discriminating on the basis of race, religion, gender or sexual orientation, you are violating the basic morality that I think should transcend every country.  And I have no patience for countries that try to treat gays or lesbians or transgender persons in ways that intimidate them or are harmful to them.

Doesn’t 10 Year Old Ariana-Leilani, who lives in Washington DC’s Ward 3, have a right to life saving medical care?   Stop the discrimination against Ariana-Leilani.  Let’s stop the violation of her rights.
