Mayor Bowser and Chief Lanier: Take Some Action to Save Ariana-Leilani and Other Children in DC

Distinguished columnist Colby King writes that action needs to be taken now on the epidemic of child prostitution and trafficking in the District of Columbia:

“Human trafficking is a cruel and inhumane practice found in countries around the world. So it should come as no surprise that President Obama proclaimed this month National Slavery and Human Trafficking Prevention Month.

“The exploitation and coercion of girls and young women into prostitution, however, is not limited to places overseas.

“Right here in the nation’s capital, our most vulnerable residents — children — are subjected to sex slavery. Their stories don’t make the evening news or even warrant blurbs in your morning paper. But human trafficking is, and has been, a shadowy and seamy part of D.C. life….

….

U.S. attorney spokesman Bill Miller told me this week, “Since 2009, about 70 defendants have been prosecuted in [federal and D.C. courts] on charges related to human trafficking . . . including abducting or enticing a child into prostitution.”

“The overwhelming majority of those cases” he added, “resulted in convictions.”

“The U.S. attorney’s office has a large task force and an active outreach program on human trafficking, and is urgently scheduling training sessions with D.C. police and schools. Seven churches are joining the Faith Coalition Against Sex Trafficking in our Nation’s Capital to sponsor a meeting Jan. 30.

“They can’t do it alone.

“Let’s help the president and the prosecutors: Human trafficking is in our region, in the nation’s capital, in your ward, on your block.

“Open your eyes. Don’t look abroad. Look down the street.”

Where does Hillary Clinton Stand on Children’s Rights in the USA?

Urge Secretary Clinton to Help Save Ariana-Leilani

How a leader handles a crisis reveals what they are made of and the quality of the people they choose to support them.   Do they respond with integrity?  Do they check the facts before they act?  Are they careful about who they get their information from?

Around the time the US press was preoccupied with the Bengazi scandal, the US Press overlooked another international scandal that was closer to home but just as concerning.

Due to concerns expressed by medical and humanitarian authorities, the UN Special Rapporteur on the sale of children, child prostitution and child pornography made an inquiry to Secretary Clinton’s US State Department questioning the US violations of the rights of dual citizen German-American Ariana-Leilani, who lives in Washington DC.

Rather than make an independent inquiry into those concerns, Secretary Clinton’s State Department blindly referred the matter to the District of Columbia Child and Family Services (DC CFS) — which has a well established record of incompetence that is so poor it is under a US Federal Court monitor.    Not surprisingly, the leaders of the DC CFSA at the time had known sex offenses (its Director having had sex with one of his young patients, and the other, its General Counsel, charged and placed on probation for indecent exposure in a public restroom).   Despite those sex offense records, both were allowed to run and operate the agency that was responsible for protecting DC’s children.   The then General Counsel of the DC CFSA, James Toscano Court Papers, personally interfered with Ariana-Leilani’s getting relief from abuse and neglect, including engaging in ex parte communications with a DC Superior Court judge and making false statements to that judge to help cover up the abuse and neglect that Ariana-Leilani was suffering.

As part of its coverup of the abuse and neglect of Ariana-Leilani, based on documents obtained from the Department of State, DC Child and Family Services Agency (DC Child Protection Services) had Mr. Toscano author the misleading and inaccurate response for the Department of State to the UN Special Rapporteur on the sale of children, child prostitution and child pornography.  Not surprisingly, his response was filled with misstatements of the facts, misleading the Secretary Clinton’s US Department of State, and in turn, the UN Special Rapporteur.

The real disappointment here is that Secretary Clinton’s Department of State blindly forwarded — under Secretary Clinton’s signature —  the Toscano-drafted response to the UN Special Rapporteur on the sale of children, child prostitution and child pornography.   We have to presume this was done by her without either checking the facts or checking the background of the author of the underlying letter.   As a result, the UN Special Rapporteur took no action and Ariana-Leilani continues to suffer.

In her run for the Presidential offices, Secretary Clinton should be as concerned about children’s rights and she is about women’s rights.   Unfortunately Secretary Clinton’s record has not demonstrated any concern for children’s rights — including failing to have the US ratify the UN Convention on the Rights of the Child.   Thus, help urge Secretary Clinton to protect children’s rights, to right this wrong, and to use her influence to help Save Ariana-Leilani…

Cash In Aftermath of Relisha’s Disappearance Strongly Suggest Child Trafficking

1396564944002-1661075-827738170574349-739273083-nIn the days after Relisha Rudd was last seen alive, Shamika Young and her boyfriend, Antonio Wheeler, posted pictures to Facebook featuring wads of money, Bruce Leshan reports. The photos included Young and Wheeler holding big rolls of $50 bills, and photos of Air Jordan sneakers bought for Relisha’s three brothers.

All this while the family was living in the homeless shelter.

Washington DC’s WUSA9 reports that Amtrak Police are reviewing surveillance video from March 1 forward at Union Station in an attempt to determine if someone put Relisha on a train to a destination still unknown.

If such trafficking by a child’s parents can occur right in a city owned and operated homeless shelter, why should anyone be surprised by it happening in less supervised places like Ward 3 of Washington DC?

Short Video Documentary “Small Cries”; A DC American Tragedy

The Save Ariana-Leilani Coalition is pleased to announce the world wide release of the video documentary “Small Cries.”    The six minute documentary tells the story of how the “child protection” systems in the United States are failing, and how Ariana-Leilani is a victim of that failure.  This short and compelling documentary features exclusive interviews, including an interview with Dr. Joy Silberg, who speaks of the error in judgment that many child protective services make in certain abuse and neglect cases.   Very educational and inspiring, and Ireneo Namboka, an international human rights advocate and former UN official.

Definitely a “two thumbs up” “must see” documentary.

Porn Probe: 341-people Arrested by Police (Day 14 of 19 Days of Activism Against Child Abuse)

Child Pornography

Child Pornography (Photo credit: Wikipedia)

341 people, including 108 Canadians and 76 Americans, have been arrested in an international child pornography ring that was largely centred around a Toronto-based film company that distributed images and videos across the globe.  The three-year investigation included Canadian and international law enforcement agencies and rescued. Dubbed Project Spade, police said the effort resulted in 386 children being saved from exploitation.

Police first became aware in 2010 that Toronto-based Azov Films was distributing pornographic images and videos of children as well as streaming them on its website.   In 2011, police carried out a search warrant in Toronto’s west end. Azov was shut down and its owner, 42-year-old Brian Way was arrested. More than 45 terabytes of data were seized.

Way was charged with multiple counts related to child pornography, including selling and distributing child pornography and instructing commission of offence for criminal organization.

The company had been operating since 2005 and had revenues in excess of $4-million.   For approximately $40 customers could buy about an hour of video, and receive photos at a discount, delivered online or by mail, police say.

Some of the children exploited in the films were as young as five.  Azov commissioned videographers around the world to take pictures and images that the company would subsequently distribute through the mail and online. Many of the victims were from Ukraine and Romania.  Many of the pictures and videos were shot in people’s apartments, back yards and “dingy saunas.”

24 Canadian children were rescued as a result of Project Spade.  The children were not necessarily involved in the production of Azov material, and their exploitation was discovered when police were investigating people who bought material from the company.

At the home of a retired teacher, they found 350,000 pictures and more than 9,000 video showing child sexual abuse. They say some of the children were known to the man, who is also accused of abusing a child in his family.  Spinoff investigations led to caches of images and hundreds of children from around the world.  At least two teachers and nine medical professionals were among the Canadians arrested.

Beaven-Desjardins said Toronto police subsequently shared the company’s customer databases with other Canadian as well as international law enforcement agencies.

Information on Azov led to more than 150 law enforcement actions against Americans who were purchasing material from the company, including persons in the District of Columbia.

Project Spade arrests by the numbers

  • Ontario: 50
  • Rest of Canada: 58
  • United States: 76
  • International: 164

In Canada:

  •  40 teachers
  •  9 doctors and nurses
  •  32 volunteers
  •  6 law enforcement personnel
  •  9 faith leaders
  •  3 foster parents

Be Aware of the Prevalence of Abuse (Day 3 of 19 Days of Activism)

Day 3 of 19 Days of Activism for the Prevention of Sexual Abuse and Neglect:

Ariana-Leilani 1Selected facts and figures (UN sources)

  • As many as 150 million girls and 73 million boys worldwide are raped or subject to sexual violence each year, usually by someone in their family circle
  • Between 133 and 275 million children annually are estimated to witness domestic violence. Violence in the family, in the form of harsh punishment, is common in both industrialized and developing countries. Children in all regions have reported the physical and psychological hurt they suffer at the hands of their parents and caregivers
  • Corporal punishment, such as beating and caning is standard practice in schools in a large number of countries, and is often responsible for school drop-outs
  • Between 20 and 65 percent of school-age children report having been verbally or physically bullied • 126 million children and youth are involved in hazardous work, often enduring beatings, humiliation and sexual violence by their employers • Between 80 and 100 million girls are ‘missing’ from the world’s population – victims of gender-based infanticide, foeticide, malnutrition and neglect
  • 1.2 million children are trafficked each year
  • Institutionalized children – whether in orphanages or detention facilities – are at particular risk of violence from the staff responsible for their care, including torture, beatings, isolation, restraints, rape and harassment
  • People who are part of their lives perpetrate the majority of violent acts against children: parents, teachers, schoolmates, employers, and caregivers. In only 29 States has all violence against children been prohibited, leaving the vast majority of the world’s child population without adequate legal protection from violence
  • Violence against children extracts extraordinary costs to society, and is linked to lifelong social and health problems, including post-traumatic stress disorder; depression; antisocial and aggressive behaviors; substance abuse; lung, heart, and liver disease; impaired academic and work performance; problematic peer relations; and greater involvement with the criminal justice system.

After Five years, Washington DC Government Has Done Nothing to Help Ariana-Leilani

Vince Gray 10

Click to read the 2011 Letter to Mayor Vince Gray About Ariana-Leilani’s Plight

Ariana-Leilani lives in the Palisades Section, Ward 3, of Washington DC.   When the German government wrote to the US State Department begging them to come to the aid of Ariana-Leilani, the US State Department turned that request over the the District of Columbia because the US State Department believed that the District of Columbia had the authority to take action. Despite the fact that Ariana-Leilani goes to the Francis Scott Key School (Dana Place) in the DC Public School system, Washington DC — under the “leadership” of Mayor Vince Gray — has refused to take any action claiming itself to be a toothless tiger — claiming it lacked authority to do anything. (Read the letter to Mayor Vince Gray Concerning the plight of Ariana-Leilani)

Mayor Gray’s regrettable attitude has made many sorry they supported his election to the post of Mayor.   Washington DC has, unfortunately, become a cesspool of child abuse, with a CPS that is so incompetent that it has been under federal court monitor for over 20 years, and has been run by individuals, like Roque Gerald and James Toscano, with sex offense records.image of graph
