Relisha Rudd: Another Victim of Child Trafficking in DC

On February 26, 2014, Shamika Young, who is living in a homeless shelter with her family, says that she asked Kahlil Malik Tatum, a janitor at the homeless shelter at the old D.C. General Hospital, to take one of her daughters, 8 year old Relisha Rudd, home with him.

It is the last time she sees her daughter. Later that day, Tatum and Relisha are seen walking toward a room in a Holiday Inn Express on Bladensburg Road NE, side by side holding bags and entering a room.

On March 13, 2014 a counselor at Payne Elementary writes a referral to the D.C. Child and Family Services Agency (the same organization that refused to provide Relisha help since 2007, which is the same year DC CFSA also failed to take corrective action in the case of Ariana-Leilani) noting Relisha’s many absences. She missed more than 30 days, but officials say many were excused by her mother for illness, citing a “Dr. Tatum.”
One of the last times Relisha is seen alive is on a hotel closed circuit camera, entering a hotel room on February 26, 2014.

There are no confirmed sightings after March 1, 2014.

On March 19, 2014, at 10:04 p.m., Tatum checks into Room 132 of the Red Roof Inn in Oxon Hill, Md., and is seen with four people. None of them, police later say, is Relisha. Less than an hour later, three people leave.   That is also the night Tatum kills his wife.  She is found dead in Room 132 the next day

On March 27, 2014, DC Police Chief Kathy Lanier declares: “He may have killed her.”

For a janitor, Tatum was known for a high style of living.  He dressed in stylish Polo shirts, drove an immaculate SUV and took a liking to children, offering many of them gifts, according to relatives.

Analysis: Showering gifts on children is one of the ways abusers and pornographers condition children to cooperate with them.   Tatum’s being flush with cash also suggests that he was sexually exploiting for money.    Relisha’s mother’s suspect cooperation with Tatum in this endeavor suggests that she was probably somehow benefiting from Tatutums’ child exploitation enterprise.  Also, this would not be the first time Chief Lanier made claims about a case before the facts were in involving a child abuse and child porn cases.

If the  Mayor Gray’s DC CFSA had the needed competence, they would have picked up on this child’s situation years before and taken corrective action.   But, like in the case of Ariana-Leilani, DC Mayor Gray, some members of police force, and his CFSA act as if they are not protectors of children, but protectors of child trafficking.    The other mystery here is the apparent delay of DC in getting out an Amber Alert to neighboring jurisdictions — conveniently giving Tatum more opportunity to run and Relisha not being found alive (and thus fulfilling Chief Lanier’s prophesy)
