Mayor Bowser and Chief Lanier: Take Some Action to Save Ariana-Leilani and Other Children in DC

Distinguished columnist Colby King writes that action needs to be taken now on the epidemic of child prostitution and trafficking in the District of Columbia:

“Human trafficking is a cruel and inhumane practice found in countries around the world. So it should come as no surprise that President Obama proclaimed this month National Slavery and Human Trafficking Prevention Month.

“The exploitation and coercion of girls and young women into prostitution, however, is not limited to places overseas.

“Right here in the nation’s capital, our most vulnerable residents — children — are subjected to sex slavery. Their stories don’t make the evening news or even warrant blurbs in your morning paper. But human trafficking is, and has been, a shadowy and seamy part of D.C. life….

U.S. attorney spokesman Bill Miller told me this week, “Since 2009, about 70 defendants have been prosecuted in [federal and D.C. courts] on charges related to human trafficking . . . including abducting or enticing a child into prostitution.”

“The overwhelming majority of those cases” he added, “resulted in convictions.”

“The U.S. attorney’s office has a large task force and an active outreach program on human trafficking, and is urgently scheduling training sessions with D.C. police and schools. Seven churches are joining the Faith Coalition Against Sex Trafficking in our Nation’s Capital to sponsor a meeting Jan. 30.

“They can’t do it alone.

“Let’s help the president and the prosecutors: Human trafficking is in our region, in the nation’s capital, in your ward, on your block.

“Open your eyes. Don’t look abroad. Look down the street.”

Where does Hillary Clinton Stand on Children’s Rights in the USA?

Urge Secretary Clinton to Help Save Ariana-Leilani

How a leader handles a crisis reveals what they are made of and the quality of the people they choose to support them.   Do they respond with integrity?  Do they check the facts before they act?  Are they careful about who they get their information from?

Around the time the US press was preoccupied with the Bengazi scandal, the US Press overlooked another international scandal that was closer to home but just as concerning.

Due to concerns expressed by medical and humanitarian authorities, the UN Special Rapporteur on the sale of children, child prostitution and child pornography made an inquiry to Secretary Clinton’s US State Department questioning the US violations of the rights of dual citizen German-American Ariana-Leilani, who lives in Washington DC.

Rather than make an independent inquiry into those concerns, Secretary Clinton’s State Department blindly referred the matter to the District of Columbia Child and Family Services (DC CFS) — which has a well established record of incompetence that is so poor it is under a US Federal Court monitor.    Not surprisingly, the leaders of the DC CFSA at the time had known sex offenses (its Director having had sex with one of his young patients, and the other, its General Counsel, charged and placed on probation for indecent exposure in a public restroom).   Despite those sex offense records, both were allowed to run and operate the agency that was responsible for protecting DC’s children.   The then General Counsel of the DC CFSA, James Toscano Court Papers, personally interfered with Ariana-Leilani’s getting relief from abuse and neglect, including engaging in ex parte communications with a DC Superior Court judge and making false statements to that judge to help cover up the abuse and neglect that Ariana-Leilani was suffering.

As part of its coverup of the abuse and neglect of Ariana-Leilani, based on documents obtained from the Department of State, DC Child and Family Services Agency (DC Child Protection Services) had Mr. Toscano author the misleading and inaccurate response for the Department of State to the UN Special Rapporteur on the sale of children, child prostitution and child pornography.  Not surprisingly, his response was filled with misstatements of the facts, misleading the Secretary Clinton’s US Department of State, and in turn, the UN Special Rapporteur.

The real disappointment here is that Secretary Clinton’s Department of State blindly forwarded — under Secretary Clinton’s signature —  the Toscano-drafted response to the UN Special Rapporteur on the sale of children, child prostitution and child pornography.   We have to presume this was done by her without either checking the facts or checking the background of the author of the underlying letter.   As a result, the UN Special Rapporteur took no action and Ariana-Leilani continues to suffer.

In her run for the Presidential offices, Secretary Clinton should be as concerned about children’s rights and she is about women’s rights.   Unfortunately Secretary Clinton’s record has not demonstrated any concern for children’s rights — including failing to have the US ratify the UN Convention on the Rights of the Child.   Thus, help urge Secretary Clinton to protect children’s rights, to right this wrong, and to use her influence to help Save Ariana-Leilani…

A Culture of Complete Denial of Sexual Abuse for 16 years

RotherhamLike Washington DC (where Ariana-Leilani lives), it was found that Rotherham England had a culture of “complete denial” over child sexual abuse.  However unlike Rotherham England, the US Government has failed to take action to correct it.

A report commissioned by Communities Secretary Eric Pickles said theRotherham England authority was “not fit for purpose”.   As a result the council leader Paul Lakin has resigned and the council cabinet will also quit.   An earlier inquiry found 1,400 children were abused by gangs of men, mainly of Pakistani origin, from 1997 to 2013.    The National Crime Agency (NCA) of England said the latest report, by Louise Casey, the director-general for troubled families at the Communities Department, identified “a number of potentially criminal matters”.   Files passed to the NCA relate to one former and one existing councillor arising from the inquiry, Ms Casey’s spokesperson said.  Investigators found the council had a “deep-rooted” culture of cover-ups and silencing whistleblowers, Ms Casey said.

The report found the child sexual exploitation (CSE) team was poorly directed, suffered from excessive case loads, and did not share information between agencies.   Ms Casey said: “This inspection revealed past and present failures to accept, understand and combat the issue of child sexual exploitation, resulting in a lack of support for victims and insufficient action against known perpetrators.”  A spokesman for the NCA said it would “examine a number of potentially criminal matters identified during a recent inspection of Rotherham Metropolitan Borough Council.”

Thousands of girls under the age of 18 are ensnared into lives of prostitution annually, according to the National Center for Missing & Exploited Children. Many are runaways or “throwaways” trapped in “the oldest profession” by pimps who sell them using modern sales and marketing techniques, including the online classified website Backpage.com.

With the Help of ICE and Protect, Military Vets Turn Their Sights On Child Sexual Abusers (Day 7 of 19 Days of Activism)

Former U.S. Marine Jeremy Boutwell, is now assigned now to work with ICE in metro Atlanta. “I’ve seen some pretty bad things that humanity is capable of doing in certain situations.”   He added, “This stuff is worse, without a doubt.”

He is one of many vets now trained to hunt for clues about “where these acts of child rape are videoed.” He related that, even before training was completed, one of the wounded warriors, Army Reserve Capt. Hampton Culp, helped break a case that led to the rescue of a child whose abuse had been broadcast online.

“To take bad guys off the street, to serve my country and to protect my children, your children and other children– I mean, truly if there was something that the Lord intended for me to do, it would be to do this job,” Agent David Westall said.   The wounded warriors will be on a 10-month internship, but ICE hopes those internships become full-time jobs. Nicholson confirmed that of the 17 fanned out across the country, four will be in Georgia.

“I think that what you have is one of the best child exploitation efforts coming from Immigration and Customs Enforcement in Atlanta, and in the region,” said Camille Cooper from the National Association to Protect Children—called “Protect” for short. She called Nicholson “one of the best in the country.”  But also, she added, “You have a concentration of child pornography leads in urban areas. You know, where there’s high-speed Internet you are going to find concentrations of perpetrators. It doesn’t mean that they don’t exist in rural areas.”

The wounded warrior initiative is an unusual joint project between ICE and Protect. Cooper said the non-profit can bring corporate support and other things to the table that ICE, as a government agency, cannot solicit. She said that’s especially important in these lean economic times.   “There are children literally that are waiting,” “They’re waiting and every night they go to bed and they pray. They pray to God and they say, ‘God, please come save me from this hell. Please rescue me. Please make this stop.’”  Cooper says not all participants nationwide had combat wounds. She says some of them suffered other illnesses or injuries while serving.

A recent Silent Tears Study done in South Carolina points out that:

  • One in four girls is affected by sexual abuse, one in six boys are affected, criminal sexual abuse is preventable, victims are 2 to 3 more likely to have alcohol abuse problems,
  • Child sexual abuse by relatives, including parents, is no less harmful than that by non-relatives.    However, Child Protective Services across the country discount relatives as suspected abusers.
  • The primary reason that the public is not sufficiently aware of child sexual abuse as a problem is that 73% of child victims do not tell anyone about the abuse for at least a year. 45% of victims do not tell anyone for at least 5 years. Some never disclose.
  • Children who are sexually abused are at significantly greater risk for later posttraumatic stress and other anxiety symptoms, depression
  • These psychological problems can lead to significant disruptions in normal development and often have a lasting impact, leading to dysfunction and distress well into adulthood,
  • Sexually abused children tended to perform lower on psychometric tests measuring cognitive ability, academic achievement, and memory assessments when compared to same-age non-sexually abused cohorts.
  • Sex offenders often have multiple victims. In a study of 561 sex offenders, the men in the study accounted for the sexual abuse of 195,000 children.
  • The chance of getting caught for sexually abusing a child is as low as 3%.
  • Many sex offenders carefully groom their victims and the families of their victims in an effort to gain the trust of the child and the family.
  • Even Governor Haley of South Carolina and Oprah Winfrey were victims of abuse.   “It doesn’t matter your background, it doesn’t matter your education, it doesn’t matter the wealth of your family,” Haley said. “Every child is subject to child abuse. And it was a day-care provider that was taking care of me.”
