President Obama Signs Law Requiring DOJ to Investigate Lax State Child Abuse Laws and Lax Enforcement

President Obama signed into law last month a law the requires the Department of Justice to investigate state child abuse laws to make sure abusers are appropriately punished. North Carolina was among the states that had incredibly lenient child abuse laws and criminal penalties.     Unfortunately, in many states, such as Washington DC and its Child and Family Services Division, child abuse by parents gets overlooked as “custody disputes,” and the courts are lax at questioning that view because they tend to defer to the Washington DC Child and Family Services Division for its questionable “expertise.”

The law was called the Kilah Davenport Child Protection Act.  It was introduced by Republican Congressman Robert Pittenger in honor of  Kilah, young North Carolina girl, who was severely beaten by her stepfather in Union County North Carolina back in 2012.

Kilah Davenport died from those injuries earlier this year.   Her death was caused by complications from the May 2012 assault that fractured her skull and left her permanently brain-damaged, a family friend said.

5/20/2014–Public Law.
Kilah Davenport Child Protection Act of 2013 – Directs the Attorney General to report every three years to the congressional judiciary committees on the penalties for violations of laws prohibiting child abuse in each of the 50 states, the District of Columbia, and each U.S. territory, including whether the laws of that jurisdiction provide for enhanced penalties when the victim has suffered serious bodily injury or permanent or protracted loss or impairment of any mental or emotional function.
Amends the federal criminal code to apply certain increased criminal penalties against any person who commits domestic assault and who has a final conviction on at least two separate prior occasions under state, federal, or tribal court proceedings (a habitual offender) for offenses that would be, if subject to federal jurisdiction, assault, sexual abuse, or a serious violent felony against a spouse or intimate partner (as under current law) or against a child of, or in the care of, the person committing the domestic assault.

Child Abuse by Parents: Parent Celebrities Like Woody Allen Are Not Immune

In 1993, accusations that Woody Allen had abused his adoptive daughter, Dylan Farrow, filled the headlines.  Dylan Farrow now opens up with specifics about alleged abuse by her celebrity father, Woody Allen.

She writes: “when I was seven years old, Woody Allen took me by the hand and led me into a dim, closet-like attic on the second floor of our house. He told me to lay on my stomach and play with my brother’s electric train set. Then he sexually assaulted me. He talked to me while he did it, whispering that I was a good girl, that this was our secret, promising that we’d go to Paris and I’d be a star in his movies. I remember staring at that toy train, focusing on it as it traveled in its circle around the attic.”

Ariana-Leilani has told similar stories about her own father, including that he sleeps in her bed over her objections.   Unfortunately, her “symptoms” of abuse go beyond the psychological, but include having a potentially fatal condition to cover it up.

‘Cover-up’ over VIPs who abuse children in care POLICE chiefs are turning a blind eye to members of the Establishment abusing children in care (Day 9 of 19 Days of Activism)

From London to Washington DC, Child Protective Services agencies have unofficial policies to cover up child abuse by VIPs.   In London, a whistleblower said he was warned by his superiors not to investigate suspected paedophiles, including a senior politician and a judge.  He said the justice system was “corrupt” and “rotten to the core” and told how vulnerable boys and girls as young as nine were plied with heroin and raped by rich and powerful men.  “There is a massive cover-­up going on and those who are abusing children are being protected by the powers that be.

He said that “When I was investigating abuse at low levels, street prostitution, everything was fine but as soon as the evidence started taking me to a higher level, I was told to wind my neck in and not go any further.  Among the names given to me by abuse victims were a former Cabinet minister and a judge who had been handing paedophiles soft sentences. I was warned by a senior officer to back off and it has to be because the clients of these children were very well-­connected people.”

“Trying to secure a charge of procuring a child for prostitution is no good because you are asking the child to give evidence against their boyfriend, dealer, employer and they are not going to do it.

Ariana-Leilani is a victim a similar coverup by Washington DC Child and Family Services, the DC Public School System and Medstar Health’s Georgetown University Hospital.   It is unfortunate that children of the District of Columbia must suffer to accommodate the sick perversions of those in power in the US Nation’s capital — and the officials in charge cover it up.  No doubt, to protect its politicians who abuse children is a major reason the United States is the only developed country that has failed to ratify the UN Convention on the Rights of the Child.

President Obama went to Georgetown University to give a speech.   He was there to talk about society taking on the difficult issues that are otherwise ignored.   Georgetown University, which is ground zero for the foreign relations community and the intelligence community’s center for medical experimentation, is where Ariana-Leilani is being denied life saving medicine, GCSF (neupogen), for her diagnosed Severe Chronic Neutropenia — a low immunity condition that leaves her vulnerable to fatal infections.   Without GCSF to boost her low immunity, world experts, like Dr. Dale of the Severe Chronic Neutropenia International Registry (upon which Ariana-Leilani is listed), say that she can suffer from loss of limb and loss of life.    Unfortunately, President Obama’s administration has failed to take action to require that Ariana-Leilani’s life be saved, even though his administration is well aware of the situation and has even cooperated in allowing the continued immoral and illegal medical experimentation on Ariana-Leilani.   President Obama’s administration must walk the walk, and not just talk the talk in order to save Ariana-Leilani’s life.Pres-Obama at Geoergetown 25 June 2013

Worsening Neutropenia Condition of Ariana-Leilani

By all indications, the failure of the USA to 10 year old Ariana-Leilani’s Severe Chronic Neutropenia with the life saving neupogen medicine she needs to boost her critically low ANC to protect her from potentially fatal infection has all the trappings of the medical experiments that hospitals like Medstar Georgetown University Hospital have conducted for the CIA in the past in the name of “National Security.”    Her ANC’s (the measure of her resistance to infection)  continue to be severely low (see graph), yet after five years no toxicology tests have been done to eliminate its cause, and Medstar Georgetown University Hospital continues to engage in this apparent medical “experiment” placing Ariana-Leilani at risk of fatal infection.

A German family that fled to the United States in 2008 to home school their children is on the verge of deportation after a Tennessee appeals court denied a request for asylum.

Uwe and Hannelore Romeike, devout Christians from the southwest of Germany who now have six children, came to the United States in 2008 after the German government threatened them with legal action for home-schooling their children, which is banned in Germany.

They were initially granted asylum by a US judge who believed Germany had restricted their religious freedom.

The Sixth Circuit Court of Appeals, however, ruled this week in favor of the Obama administration, which challenged the family’s asylum on the grounds that Germany’s ban on home-schooling did not constitute persecution and thus could not be used as a basis for political asylum in the United States.

Meanwhile, thousands worldwide have signed the petition to save German child Ariana-Leilani in Washington DC, USA, for whom the German Government has asked the Obama Administration in the USA to help get her needed medicine and medical attention.  But, so far, the USA has failed to act, and Ariana-Leilani is in dire need of life saving medicine and medical attention.

Bobby is seven years old, but this is not the first time he has been subjected to electroshock. It’s his third time. In all, over the next year, Bobby will experience eight electroshock sessions. Placed on the examining table, he is held down by two male attendants while the physician places a solution on his temples. Bobby struggles with the two men holding him down, but his efforts are useless. He cries out and tries to pull away. One of the attendants tries to force a thick wedge of rubber into his mouth. He turns his head sharply away and cries out, “Let me go, please. I don’t want to be here. Please, let me go.” Bobby’s physician looks irritated and she tells him, “Come on now, Bobby, try to act like a big boy and be still and relax.” Bobby turns his head away from the woman and opens his mouth for the wedge that will prevent him from biting through his tongue. He begins to cry silently, his small shoulders shaking and he stiffens his body against what he knows is coming.

Many of the experiments used drugs that have known side effects of neutropenia.

I would add that these people were just a few of the many participating as CIA contractors out of Johns Hopkins, Georgetown University Hospital, and other prestigious institutions – always under the radar, of course, which is pretty convenient when you have a mission to be secret and a black budget. For those commenters who find it difficult to believe even after reading such a thoroughly supported article, just consider this was the tip of the iceberg. As for motive, it was ultimately about power and control. How much can the mind be manipulated for the “good” of mankind? How much can the brain and brain development be manipulated? (As was stated, the origins of these programs were in Nazi Germany and brought here thanks to a program called PROJECT PAPERCLIP.) I spent second half of the sixties, from age six to age 10 in a drug-induced daze or throwing up because of the effects of the drugs. My Naval Intelligence father – who had been led to believe I was in a “gifted child” program and was kept in the dark about what was being done – finally made the connection when he had to rush me to the hospital. He pulled me out of the program immediately, and was burned for his trouble and blacklisted for the rest of his life. (I actually had to be sent across the country to a safehouse; it might sound like a movie but I can assure you it was very very real and horrifying.) Our family has waited decades for more of this information to become public, hoping it was only a matter of time. There are good people working in the CIA with genuinely good intentions, but the CIA as an institution is an agent of absolute evil. It only takes one glance at the horror that is Blackwater (and there is a connection, but I won’t go into it here) to understand this.
